When qualifying and selecting suppliers of raw materials, Sunoco:
- Pre-qualifies contractors based on safety, experience and personnel qualifications;
- Conducts a financial review;
- Evaluates International Standardization Organization (ISO) Certification, as appropriate;
- Evaluates the supplier's track record at Sunoco and other customers with respect to quality, shipping and administration;
- Contacts references and other customers to review experience in comparable applications;
- Requires compliance with Sunoco's Facility Access Agreement; and
- Evaluates price, volume commitments, specifications, and performance guarantees.
Contractors Contractors are pre-qualified based on safety performance, experience, financial standing, and technical expertise. Also, they are evaluated based on:
- Occupational Safety and Health Administration incident rates, insurance safety measurements and Health and Safety Plan;
- References and experience with comparable work;
- Site safety plans and plan execution for the work in question;
- Price, schedule, and performance guarantees;
- Adherence to Sunoco's substance abuse policy;
- Insurance coverage; and
- Submission of a statement of adherence to Sunoco's Safety and Security Requirements and Procedures.
Additionally, in our refineries and chemical plants, every contractor must undergo a complete criminal background check prior to being allowed to work at our facilities. Once awarded a contract, contractor employees undergo extensive and rigorous on-site safety orientation/training and testing (and annual renewals). Additionally, if the contract company’s operations and equipment could pose a hazard within the proposed operating environment, they must complete a hazard and operability review (HAZOP).
Waste Disposal Contractors In addition to the steps described in Selecting Suppliers, Sunoco assesses waste disposal contractors by:
- Evaluating the "Execution Plan" to determine adequacy of management, resources, quality checks, performance milestones, etc.;
- Evaluating price, schedule, and performance guarantees;
- Verifying adherence to Sunoco's substance abuse policy;
- Confirming adequate insurance coverage; and
- Conducting an on-site HES assessment of reclaimers, recyclers and hazardous waste treatment, storage, and disposal facilities prior to initial contract and periodically thereafter. The assessment verifies that the facility is in compliance with all applicable permits/regulations. Confirmation from regulatory officials is obtained as applicable.
Performance Sunoco assesses the performance of suppliers and contractors by conducting:
- Regular meetings between the suppliers and Sunoco's operations and corporate procurement personnel;
- Periodic quality assurance reviews; and
- Incident reviews when needed.
