SARA Releases and Transfers
Section 313 of the Superfund Amendments and Reauthorization Act (SARA) requires annual reporting of toxic chemicals manufactured, processed or otherwise used at a facility above certain threshold quantities. These reports, also known as Form Rs or TRI (Toxic Release Inventory) reports, must be submitted by July 1 for the preceding year.
The SARA releases and transfers data for the refineries and chemicals facilities are presented both on an aggregate and a normalized basis. The data for the refineries are normalized by reporting the pounds of releases and transfers per barrel of input to the refinery crude units. The Chemicals facilities’ data are normalized based on pounds of releases and transfers per 10 pounds of product produced.
Overall, SARA releases and transfers offsite increased 6.5% in 2004 when compared with 2003. The increases occurred primarily at the refineries.
The total refinery releases and transfers offsite for 2004 (latest year available) increased by 41.6% when compared with 2003, but were 54.4% less than the baseline year of 1988. Increased fugitive emissions from operating units contributed to the rise.
The Chemical facilities' offsite toxic releases and transfers decreased 25.2% compared with 2003. Six of the seven facilities reduced their offsite toxic releases and transfers from 2003. The former Aristech facilities are not included in the 1999 and earlier data and therefore do not provide a good opportunity for "baseline" comparison.
