Operations Excellence Management System
The Neal Plant joined the Bayport, Haverhill, and La Porte plants as a RCMS certified Sunoco chemical facility.
Sunoco began developing an integrated management system in 2001. Known as the Operations Excellence Management System or OEMS, the management system is the driving force to significantly improve health, environment and safety performance and operations integrity.

The American Chemistry Council’s (ACC) RCMS 14001 adds the elements of ACC's Responsible Care Management System to those of the International Organization for Standardization (ISO) 14001 Environmental Management System. Both certifications are valid for three years, and in 2007 the R&S headquarters organization and the Marcus Hook, Philadelphia, Toledo, and Tulsa refineries underwent external re-certification audits. The audit teams interviewed plant and headquarters personnel at all levels and reviewed workflow procedures and relevant documentation.

NSF International Strategic Registrations, Ltd. was again selected by Refining and Supply to be the ACC Responsible Care© Management Systems RC 14001 auditor. All five locations were successful in their re-certification. In years when certification audits are not required, each location undergoes surveillance audits to verify that OEMS is being followed.

The Neal Plant became the fourth Chemicals location to earn Responsible Care Management System (RCMS) certification. A two-person audit team from British Standards Institute (BSI) recommended certification following an assessment conducted November 14-16, 2007.

The Frankford Plant is scheduled to be assessed for RCMS certification in mid-2008. Beginning with the Frankford Plant RCMS assessment, future audits of the Chemicals facilities will incorporate both RCMS and ISO requirements under a new, more global OEMS system.

The Professional Services Group also undergoes surveillance audits for the required support functions that it performs to both business units.

These accomplishments enable Sunoco to meet its obligations as an ACC member and demonstrate our commitment to the Guiding Principles of Responsible Care®.

Contractors & Management Systems

Scaffold building requires following specifc procedures.
Sunoco’s management system (OEMS) requires contract service providers to manage their health, environmental, safety, security and operations integrity risk. The specific requirements vary depending on the level of risk associated with the service provider’s work.

Currently, more than 85 contract service providers throughout the Refining & Supply business unit have or are implementing management systems to meet the OEMS requirement. Contract service providers have two years to put a management system into practice and reach verification status. This verification is accomplished through a third-party review that is repeated every three years.

Representatives from many of the service providers have indicated that implementation of the management systems has yielded improvements in work practices and employee awareness, both of which contribute to a safer work environment.
