Ozone Depleting Chemicals Usage Sunoco refining and marketing facilities completed phase-out of CFC based refrigerants, R-11 and R-12, in 1998 and have no recorded use of either material in the 1999-2008 period. Sunoco Chemicals used 4,400 pounds of R-11 in process chillers at the Frankford Plant in 2008. The Frankford Plant experienced several shutdowns of the equipment during 2008. The configuration of the chillers results in some refrigerant leakage when they are not running. In addition, a release from one chiller occurred when a high pressure event caused a rupture disk to activate.
